Session 5: Surveillance: Techniques and Equipment – 10 HRS / 4 weeks

In this course, learners will examine the art of physical surveillance. Learners will go through the surveillance process from pre-surveillance to integrity shots and reports. The art of physical surveillance and mobile surveillance requires information, understanding of laws/constitution, knowing your environment in rural and urban settings, selecting a location, preparing for surveillance, and processing video and pictures. Learners will also explore the legal aspect of surveillance such as: the Privacy laws, GPS, one party consent state laws, video applications, picture integrity, curtilage, location considerations, pretexting, and a legal cover story.

• Differentiate physical surveillance and mobile surveillance.
• Explore how to prepare for Surveillance.
• Identify Pre-Texting Vs. Impersonating.
• Consider Privacy Laws.
• Examine Curtilage as it relates to property owners and the Constitution of the United States.
• Explore proper cover stories.
• Identify challenges of urban vs. rural communities.
• Identify how to select a location best for the type of surveillance being done.
• Understand the role of GPS in Wisconsin.
• Understand the one-party consent in Wisconsin.
• Examine Curtilage as it relates to property owners and the Constitution of the United States.
• Explore proper cover stories.
• Examine what to "watch out for" to not "blow your cover".
